A common fallacy is to equate existing and seemingly open or "unused" spaces with the kind of resources and ecologically productive land needed to support human life under modern conditions. In fact, the criterion for determining whether a region is overpopulated is not land area, but carrying capacity.

Carrying capacity refers to the number of individuals who can be supported in a given area within natural resource limits, and without degrading the natural social, cultural and economic environment for present and future generations. The carrying capacity for any given area is not fixed. It can be altered by improved technology, but mostly it is changed for the worse by pressures which accompany a population increase. As the environment is degraded, carrying capacity actually shrinks, leaving the environment no longer able to support even the number of people who could formerly have lived in the area on a sustainable basis. No population can live beyond the environment's carrying capacity for very long.

The average American's "ecological footprint" (the demands an individual endowed with average amounts of resources, ie, land, water, food, fiber, waste assimilation and disposal, etc. puts on the environment) is about 12 acres, an area far greater than that taken up by one's residence and place of school or work and other places where he or she is.

We must think in terms of "carrying capacity" not land area. The effects of unfettered population growth drastically reduce the carrying capacity in the United States.

CCN’s recent release of its “NET Costs of Legal Immigration Study” (available here on CarryingCapacity.org) showed that the “Annual NET (after subtracting the Taxes Immigrants Pay) cost of Legal Immigration to U.S. Taxpayers is $330 BILLION per year!” That is an average of $758 Million per Year NET for each of the 435 Congressional District.

Unfortunately, Major Immigration “Reform” Proposals will not reduce the Legal Immigrant Inflow Much (and some would actually increase it) and therefore, would NOT reduce the staggering $330 Billion per year NET COST to U.S. Taxpayers.

Also Most Unfortunate, “More than 5.9 Million American workers have been displaced since 2005 by legal immigrants”. [Read More]

WOW! LEGAL Immigration Costs $758 Million NET Per/Year per Congressional District

Please send the following Letter
to Your Congressional Representatives

Dear Congressperson,

How would you like to tell your constituents that there was an extra $758,000,000 each year to spend in their district? How could you help direct the spending of $758,000,000 ($758 MILLION!) in your district each year?

According to a study by noted Economist, John Williams, which can be viewed at Carrying Capacity Network [1] which sponsored the Study, U.S. Taxpayers pay out a NET $330 BILLION ANNUALLY (believe it or not) on LEGAL Immigration. That is, LEGAL Immigration costs U.S. tax-payers $330 BILLION AFTER SUBTRACTING ALL TAXES IMMIGRANTS PAY. [And this $330 Billion does NOT include the additional NET amount of Taxes State and Local Taxpayers pay to finance this LEGAL Immigration.]

Indeed, the Federal Deficit Faces a $3.3 Trillion Additional NET Hit in Next Decade, Without a Reduction in the 1.5 Million Annual LEGAL Immigrant Inflow.

Further, the study shows that LEGAL immigrants have displaced more than 5.9 million native-born workers since the onset of the great recession. That is an average of 13,600 workers or voters per congressional district in the last 10 years, plus their families*.

This Annual Tax-Payer Expense Of $330 Billion divided by the 435 Congressional Districts equals, on average, $758 million that could eventually be spent within each of these districts annually**. How many of your constituents do you believe know (or would even believe) that this situation has evolved over recent decades? You may not have been in office when this began, but you are there now.

—WHAT CAN BE DONE: Reduce the 1.5 million plus LEGAL immigrant flow into the U.S. (for all immigrants including refugees) to the same number of U.S. citizens who migrate out of the U.S. annually—appx.150,000—by imposing an all-categories-included CAP. And issue these LEGAL immigrants conditional green cards with the conditions of English Language Proficiency, no Felonies or Misdemeanors, and no applications for entitlements for 10 years. They must demonstrate their desire and ability to become good U.S. citizens.

Now for the really tough question. How are you going to explain to your constituents what you are going to do about this Costly Mass LEGAL Immigration?

Answer: Tell them you are going to sponsor an all-categories-included Zero-Net Moratorium Bill.

Couldn’t these U.S. Taxpayer dollars be better spent? How much is The Wall going to cost? How much is the infrastructure program supposed to cost? And what about the Oppressive National Debt?

To:  Immigration Reduction Supporters: please send this letter to your Representatives and your friends, and follow up with phone calls including phone calls to your Representatives via the Congressional Switchboard:202-224-3121 or 800-828-0498.

And, FOR LETTERS/CALLS TO U.S. SENATORS—Multiply the number of Congressional Districts in your State by $758 MILLION so you can tell your Senators how much LEGAL Immigration is costing Federal Taxpayers in your State.

And...Please help CCN Distribute and publicize this Study far and wide by making a secure Credit Card tax deductible Donation NOW at our website, Carrying Capacity Network, or by sending a check to:

Carrying Capacity Network, Inc.
P O Box 457
San Francisco, CA 94104-0457

NOW. Congress is working on legislation NOW.

*The protection of jobs held by your constituents would begin substantially from day one of a Moratorium Implementation.
**The massive savings will not occur all at once because of the “Cost Legacy” U.S. Taxpayers have ALREADY unknowingly been committed to resulting from LEGAL Immigrants already in the U.S.

“Help me, Dad.” — Recalling Kate Steinle’s dying words after the Acquittal of Her Killer, Multiple Felon, Multiple Deportee, Zarate, triggered justifiable Outrage across the USA.

Had Sanctuary City San Francisco turned Zarate over to ICE, Kate Steinle would be alive today, as would hundreds of other Victims of Illegal Alien Crime (cf TheRemembranceProject.org).

In 2015 alone, ICE freed 19,373 Criminal Aliens and 1347 Domestic Abusers, most of whom are still preying on the Citizens of Sanctuary Cities and States (ICE and vDare.com). And in 2016, 16,091 Criminal Aliens were convicted, including 208 killers. Clearly we must stop Illegal Immigration Cold and that includes building a Wall.

But there are many reasons to greatly reduce Legal Immigration as well. For one, it is not possible to “Vet” everyone in the 1.5 Million Annual Legal Inflow—the Boston Bombers, San Bernardino Shooters and ISIS Truck Driver who ran down pedestrians and cyclists recently in New York City were all Legal Immigrants.

And both Illegal Aliens and Legal Immigrants get access to Welfare and Taxpayer funded Education and Health care, which only encourages Great numbers of Legal and Illegal Immigrants to come and to stay.  Over 50% of all Legal Immigrants are on some taxpayer-funded Welfare Program (Food Stamps, Section 8 Housing, etc.)  and over 90% of ostensible "Refugees" participate as well.

But Legal Immigrants are generally entitled to more and better benefits depending on the jurisdiction. All these benefits, plus the great number of “Slots” available for legal immigration—1.5 Million per year—creates a Magnet Effect for Illegals. As Nobel Laureate, Milton Freidman, said, a nation can not have Open Immigration and a Welfare State at the Same Time. Yet another reason it is critically important to stop Mass Legal Immigration.

One Main Reason is that Legal Immigrants are much more expensive per capita than Illegals as CCN’s recent dramatic Study conducted by noted Economist, John Williams, proprietor of shadowstats.com indicates:

Costs U.S. Taxpayers $330 Billion NET per Year
Federal Deficit Faces a $3.3 Trillion NET Hit in Next Decade,
Without a Reduction in the 1.5 Million Annual Legal-Immigrant Inflow

More than 5.9 Million Native-Born American Workers Displaced Since 2005

  • The net taxpayer costs estimated here are highly conservative, in that:
    • Headline NET (after subtracting Taxes Immigrants pay) costs were assessed based only on costs of legal immigration to Federal Taxpayers.  Consideration of illegal immigration net costs or of legal immigration to taxpayers at the state and local level would add significantly to headline taxpayer net costs.
    • Labor-force displacement also was based only on legal immigration and covers just the post-2005 timeframe.

In addition, billions of US$ are sent annually to Immigrants’ relatives via Remittances. That is money that should be circulating through the US economy. Taxing these Remittances and imposing a Reciprocal Tax on imports could pay for The Wall.
With the World’s population increasing by 80 Million per year, America cannot become the "charity ward" for the world's desperate people. It is not ethical to disregard or degrade our own citizens in order to care for the World's poor when 13 million American children suffer living in poverty. We cannot continue to pay for much of immigrants' medical care, housing and education when the national debt is $20 trillion and climbing.

Additional problems are US unemployment and underemployment.  As robotics and automation replace human labor, these difficulties will worsen even without adding to the labor force through immigration. By deporting illegal aliens and imposing a zero-net MORATORIUM on legal Immigration, remaining jobs become available   to American citizens.

“Diversity within a nation destroys unity and leads to civil wars,” said ecologist Garret Hardin RIP. “Immigration, a benefit during the youth of a nation, can act as a disease in its mature state. Too much internal diversity in large nations has led to violence and disintegration. We are now in the process of destabilizing our own country. The magic words of destabilizers are ‘diversity’ and ‘multiculturalism’.”  Indeed, Cultural Marxism (which has become mainstream as reflected in the MSM, Academia, and Politics—see February 2010, posting at carryingcapacity.org) and Sharia Law Zones illustrate the beginning of destabilization and disintegration of the society.

Too much Diversity, Multiculturalism and a Culture cut loose from its moorings,  not to mention lawbreaking, are exactly what Sanctuary States and Cities and Mass Immigration foster.

Fortunately CCN and its ASAP Coalition Allies have a Solution which will work if we all push it hard enough.  We must stop Mass Illegal Immigration cold and Stop Mass Legal Immigration by pushing a zero-net (i.e., where immigration equals emigration) MORATORIUM. Is the RAISE Act a Solution?

Consider the positives and negatives of The Flawed RAISE Act below.

Sanctuary Cities alone cost American Taxpayers $14 BILLION annually nationally, with over $1 Billion each allocated to California and Texas (former Congressman Tom Tancredo, Breitbart.com 1/30/17).
And Mass LEGAL Immigration also causes loss of Social and Cultural Cohesion. That is, Mass Multicultural Immigration drives Social Disintegration, inter-Group Tension, Conflict, and in its worst Manifestations MULTICULTURAL CRIME and Chaos.
Therefore, it is IMPERATIVE TO DRAMATICALLY REDUCE LEGAL IMMIGRATION in addition to reversing colonization of our country by illegal aliens and opposing Sanctuary Cities.
Here is how to help do that:

Join CCN and its Activist ASAP Coalition! Allies in simultaneously pushing a Zero-Net MORATORIUM and the other Victory Initiative positions. Pushing for a zero-net MORATORIUM provides maximum ongoing Political Pressure to get our borders protected and Mass Immigration reduced NOW!  So please help us with a Tax-Deductible Donation TODAY so we can intensify our efforts NOW. The Next Few Weeks are Crucial!
Advocating a Zero-Net MORATORIUM is also Essential for delegitimizing the whole justification for Mass Immigration! And the election of Donald Trump as President provides the opportunity—and it may well be our LAST OPPORTUNITY—to succeed in reversing the most destructive trends if we all intensify our efforts NOW.
Merely pushing for “Immigration Reform” as certain of the Mass Immigration Management Groups do or, Worse, pushing merely for “Reducing Legal Immigration to 500,000 per year" as the RAISE Act would or using numbers alone as sole criteria for admission are all COUNTERPRODUCTIVE. They Validate a continuation of Mass Immigration and send the message that Mass Immigration is OK if we just reduce it a little bit AND turn a blind eye to the Cultural, Environmental, Budgetary Impact and Personal Safety impacts. A continuation of Mass Immigration from diverse, and often anti-Western, cultures is clearly NOT OK! Look at Europe!

Ann Coulter is correct—anything less than a MORATORIUM on Legal Immigration will consign the America we have known to Oblivion.
Let us say it plainly, refusing to push for a Zero-Net MORATORIUM and preservation of Western Culture as the First Priorities amounts to giving permission for the continuing Mass Immigration Tidal Wave and National Deconstruction!
Most Important: Pushing a MORATORIUM maximizes our Political clout to ensure our borders are protected and maximizes the chances of achieving reductions in legal and illegal immigration.
So PLEASE ACT NOW, and please also make a tax-deductible Donation to CCN NOW, so we can intensify our initiatives by mobilizing thousands of our activists to push our Victory Initiative! We probably have only a few weeks to generate support for substantial reductions.
CCN’s and the ASAP Coalition’s Zero-Net MORATORIUM Strategy is The One which Maximizes both our ‘Clout for the Buck’ and the probability of Success!
In order to succeed in the next few weeks, we need your Tax-deductible Donation NOW to Maximize our Clout.

The RAISE Act:

The RAISE Act S354 (Cotton R-AR, Perdue R-GA) is a Good Bill But contains Three Serious Flaws.

It would:

  • Reduce Legal Immigration by at least half to about 500,000 per year
  • Require that Legal Immigrants speak English
  • Require that Legal Immigrants NOT receive Welfare for 5 Years
  • Limit "Refugees" to 50,000 per year
  • End the Visa Lottery, and, above all…
  • Reduce Chain Migration from appx 480,000 per year to appx.  88,000 per year by limiting family- sponsored Immigrants to spouses and minor children of US Citizens or Legal Permanent Residents.

It is Seriously flawed because:

  • It would still allow over half a million Legal Entrants annually and thus Validates a continuation of Mass Immigration ad Infinitumclearly Not Sustainable.
  • By adopting a piecemeal Multi-Category approach is extremely vulnerable to Many Weakening Amendments
  • It fails to push an all-categories-included 150,000 CAP.  CCN and its ASAP Coalition Allies Push for a Zero-Net MORATORIUM would not only impose such a CAP but it also maximizes Political Pressure to get Reductions. The RAISE Act  Fails this Test

Indeed, “Merit-Based” legal immigration (President Trump's criterion) should not be the sole Criterion for genuine Immigration Reform. The Numbers of Immigrants is critically important as well. This is why pushing for a Zero-Net MORATORIUM on legal immigration—as only CCN and its ASAP Coalition Allies do—is so important.

And the Culture of incoming Immigrants matters.  De Facto Sharia jurisdiction enclaves are springing up across the USA.  Just ask the long-time residents of Dearborn, Michigan just what that means for women's rights and public safety.
Bottom line:  the Mass Immigration of  some 1.5 Million Legal Immigrants per year depresses wages and causes the loss of Americans' Jobs and is also a substantial 330 Billion $$ annual net cost to U.S. Taxpayers.

Net Costs to the U.S. Taxpayer of Legal Immigration Study is Complete.

Unsustainable 1.5 Million Annual Legal-Immigrant Influx
Costs U.S. Taxpayers $330 Billion per Year

Federal Deficit Faces a $3.3 Trillion Net Hit in Next Decade,
Without a Reduction in the 1.5 Million Annual Legal-Immigrant Inflow

More than 5.9 Million Native-Born American Workers Displaced Since 2005

Had Annual Legal-Immigrant Influx Been Cut to 150,000 per Year Since 2005
Net Costs to U.S. Taxpayers Would Be $150 Billion per Year at Present

Best (Last?) Opportunity to Greatly Reduce
1.5 Million+ per Year Legal Immigration
See How | Act Now

Congress's earlier passage of the Continuing Resolution to fund the Government only through Sept 30, 2017 provides a Great Opportunity to get dramatic Legal Immigration Reduction in that upcoming Great Budget Battle this Fall.

You may recall that in 1995 Carrying Capacity Network issued a study by Dr. Donald Huddle (Rice Univ. Economist) on the "NET National Costs of Immigration" which demonstrated that the NET Cost was $74 BILLION annually and would be some two-thirds of a $$ Trillion for the following decade (i.e. through 2004) IF the Legal Immigration flow continued and the Per Capita Costs remained about the same (See Huddle Net Costs Exec Summary).[Read More]

Sanctuary States (e.g. California) and Cities encourage Illegal Alien Criminals to come to those States and Cities and to continue their Predations on the Citizens there. In 2015 alone, ICE freed 19,373 Criminal Aliens and 1347 Domestic Abusers, most of whom are still preying on the Citizens of Sanctuary Cities and States (ICE and vDare.com).

Under "new management", ICE is trying to detain and deport illegal alien criminals but, in the last week of March, 2017, alone, 47 ICE Detainer Requests were Denied by Sanctuary Cities! The flow continues!

Both Illegal Aliens and Legal Immigrants get access to Welfare and Taxpayer funded Education and Health care, which only encourages Great numbers of Legal and Illegal Immigrants to come and to stay. Over 50% of all Legal Immigrants are on some Welfare Program (Food Stamps, Section 8 Housing, etc.) and over 90% of ostensible "Refugees" participate as well. [Read More]

This was Yesterday: Sweden is safe with a very low crime rate. It becomes the most Immigrant-welcoming Country in the European Union.

Now, Today: With hundreds of thousands of mostly Muslim immigrants, Sweden increasingly suffers from an intensifying Crime Wave including Riots and Mass Rapes.

Just a few days ago Stockholm suffered another Round of Rioting with cars burned and Rocks thrown. (zerohedge.com 2/20/17) Such Immigrant riots and other crimes started in 2010, just as Mass Immigration into Europe was beginning...[Read More]

The Fate of Immigration Legislation will likely be determined in the next very few months or weeks, since the Trump Administration intends to move hard and fast to stop Illegal Immigration.

But it is also crucially important to get Congress to dramatically reduce Legal Immigration as well and CCN says how to do it in this Alert! Once Congress has acted this year there will be Great Reluctance to address the issue for years to come, despite the continuing negative impact on American taxpayers/workers...[Read More]

Preserving the USA’s cultural carrying capacity has been a central concern of Carrying Capacity Network since its founding some twenty-five years ago. It is the First Principle of CCN’s 5-point program.

Practices which weaken or destroy fundamental cultural values impair the sustainability of a nation—as the eminent Garrett Hardin asserted in his classic 1986 essay ‘Cultural Carrying Capacity’—just as overuse of not-easily replaceable resources is a violation of long-term ecological carrying capacity.

Among cultural values essential to the sustainability of the United States are, for example, Freedom of Speech, Rule of Law, and Respect for a shared Heritage and English Language—all basic to social cohesion, national unity and national preservation. [Read More]

The Headlines come fast and furious these days 550,000 Illegal Aliens now enter the USA each year (U.S. Census) … add that to some 1.5 million Legal Immigrants/yr. That’s 2 Million/year NOT counting the offspring of these Immigrants — who would not otherwise have been Americans. [Read More]

And now Harvard Professor Tushnet is leading the charge to penalize those expressing their religious freedom. [Read More]

CCN is a group of activists working to promote and conserve what's right with America and to eliminate what's wrong with America. Most of America's main problems - from traffic, to classroom crowding, to pollution, depletion, welfare dependency, increasing taxes, and cultural fragmentation, have deep roots in our unsustainable population growth. Because of that, CCN focuses on stabilizing our population. We are even willing to face the awkward demographic fact that immigration is the cause of most of our recent growth (at current rates, immigration will cause about 90% of our growth as we double in the next 60 years or so).

CCN simply wants to conserve the best of America - before it's developed, overrun, consumed, and polluted by runaway population growth. It's not too late, and we hope that you will join us in this effort.

Note: CCN is anti-mass immigration but NOT anti-immigrant. At NETWORK , we understand that immigration is a sensitive issue. While we hope to encourage debate on this topic and challenge the status quo, it is important to note that our battle is being waged for the future of the United States of America-- for preservation of quality of life, respect for law, national security and a sustainable population size and level of resource use.

These goals do not threaten immigrants. Rather, established immigrants are quick to see that continuing, explosive growth in population size will recreate conditions in the United States that are similar to conditions in their countries of origin and from which they fled. No prejudice nor lack of compassion guides us. Rather, we desire a sustainable future for all. We push for the enactment of sensible policies and we demand enforcement of existing US law.

At NETWORK we work as much for the well being of our immigrant Americans as that of native-born citizens. We were the founding sponsor of the Diversity Coalition for an Immigration Moratorium in order to help achieve a sensible immigration policy. We encourage everyone who cares about the future of America to join us.
