The Board and Staff of CCN wish to alert supporters to the difficulty of evaluating the SAVE ACT (Secure America Through Verification and Enforcement Act, H.R. 4088, Shuler D-NC) as well as to the Opportunity to support the excellent 'Fence by Date Certain' Act (H.R. 4987, Jones R-NC).
The Fence by Date Certain Act would require that 700++ miles of Real Double Layer Physical Fence be built by June 2009.
Highly respected media and congressional figures endorse the SAVE Act. These include CNN's Lou Dobbs, Senator Sessions, and Representatives Shuler, Sensenbrenner and Tancredo. Nevertheless, Serious Flaws in the Act remain.
The kernel of objections to the SAVE Act is that it would establish a Proto-NATIONAL ID CARD! The objectionable SAVE Act provisions would agglomerate data from various government databases into one master file. Data that is UNNECESSARY for determining if a person is lawfully in the United States would become available as part of every U.S. Citizen's and legal U.S. residents Driver's License! This would be tantamount to making Driver's Licenses into a national ID card, which CCN and others have long opposed as an infringement on privacy and ultimately, individual freedom, and no great help to Security.
Two concerns in addition to protection of privacy derive from the existence of a huge data file associated with every driver's license.
The first is that the driver's license is linked to an international organization, the International Civil Aviation Organization (ICAO). The ICAO monitors travelers, has designed biometric "e-passports" required for "Visa Waiver Nations," and is affiliated with the globalist United Nations.
The second concern is that agencies which now contain personal data already have difficulty managing all that is in their files. What happens during the attempt to integrate files as would be required by the SAVE ACT?
Professor Ben Shneiderman of the University of Maryland explains that, "While most proposals have been well intentioned, some have been misguided in that they overlook the potential for unintended consequences or underestimate the technical challenges and risks inherent in their implementation." He continues, "A national ID system requires a complex integration of social and technical systems, including humans to enter and verify data, plus hardware, software and networks to store and transmit. Such socio-technical systems are always vulnerable to error, breakdown, sabotage and destruction by natural events or by people with malicious intentions. "
Finally, Professor Shneiderman warns that, ".... the creation of a single system of identification could unintentionally result in degrading the overall safety and security of the nation, because of the unrealistic trust in the efficacy of the technology... "
These reservations suggest an alternate, two-pronged approach to national security and immigration control.
First, the State Department should continue with a project currently underway to design an improved Passport and Visa system to verify entry and egress from the United States. Passports need not, should not, be linked to the driver's license.
Second, ICE should continue currently authorized enforcement measures to stop illegal entry into and/or remaining unlawfully in the United States. Efforts should include the authorized [but not funded] 700+plus miles of double fence on the Mexican border (H.R. 4987), more reinforcements for the Border Patrol, and enforcing criminal sanctions against employers of illegal aliens.
The bottom line for CCN Board and Staff is that the net designed to stop and catch illegal aliens should not be cast so broadly as to ensnare citizens.
Moreover, the SAVE Act is a political trap: Support of the 'Virtual Fence' mandated by the SAVE Act serves to:
---Delegitimize and undermine support for the physical fence which is so essential along certain parts of the Border, and
--- give a false sense of increased Border Security. Through Border Patrol and private sources (e.g. the cameras on drones of American Border Patrol), we already know when and where thousands of illegal aliens regularly cross the border. The problem has been and still is getting the Federal Government to actually stop the crossers and prosecute repeat violators!!
The Mexican Government is lobbying for the SAVE Act's 'Virtual Fence' and that is because the virtual fence is NO FENCE at all. That says a lot.

1) Tell them there is a Bill -- the 'Fence by Date Certain Act' (H.R. 4987) -- which all of us should support as a First Priority!
This Bill would require that the recently defunded 700 plus miles of double layer physical fence be built in specified Sections by June 2009, and
2) Ask them to sponsor a zero-net-immigration MORATORIUM.,
Pushing A zero-Net MORATORIUM is the only strategy which creates enough pressure to get even incremental reductions because it calls the whole enterprise of Mass Immigration into question. It also is the most effective counter to the Open Border's lobby's argument that: 'The Solution to the Illegal Alien Problem is to legalize them all.'

The Save Act will do the following to Americans.

3. This money [MAY] go for [GRANTS] to control borders.
4. The grant recipients will control housing, detaining, and transporting aliens.
Unclear who will get these funds... "Blackwater" or "Tribal Police?"
5. 20% of funds will go to build more detention centers.
Permanent Mandatory Employment Authorization Verification.
The word Illegal is not written in this section. What is written is employee, permanent, and mandatory use of E-Verify System. This section of E-Verify does not address Illegal Aliens only. It includes all Americans.
Establishes Electronic Birth and Death Registration Systems.
